All the effort indeed was centered on the great Congress of the SED, of the “Socialist Party of German Unity", the second rally of its kind sinde the existence of the Party - that was held in Berlin during the first half of July. tú Intelligence Digest, in a previous issue, had already predicted the line of this evolution. It had foretold the admini-~ strative reorganization of the country, that since has become a reality. Its observers had mentioned a few weeks ahead, that the impending Party Congress would only bring the official confirmation of already existing trends and policies; that it would be mainly a great propaganda manifestation in favor of "peace" and of re-armamn te This Congress indeed, gathering in Berlin's Hast secbor, was held with greatest publicity. Thousands of Bast and West German Party members were joined by foreign delegations. “he great leaders of communism - Stalin, Mao-Tse-Tung, Maurice Thorez and the "Pasionaria" - figured as honorary presidents of the event. On July 12th, the days of manifestations closed with a message of loyalty sent to Premier Stalin. ihe central event however was the great and lengthy speech, delivered by Walter Uflbricht, the Deputy Premier of Eastern Germany, the Secretary General of both Party Central Committee and Politburea It was a programatic speech: the solemm pledge of the Party to strengthen the People's Democracy and to build the "socialist" system. Analyging these hour-long declarations, the program, as outlined by Mr.Ulbricht, can be summerized in the following points: 1. a complete administrative reform of Eastern Germany; 2. the organization of "“aational forces for defense", in view of fostering a"policy of peace"; 3. greater intensification and collectivization in economic life; 4. the nationalization or the pepression of the Churches. Of course, these points were not expressed in such a clear and direct way. They were hidden beneath the well-known sentences of the Moscow repertoire, which Ulbricht, Grotewohl and others have tearned and are using to perfection. The underlying theme of all the Congress' declarations, this four-fold program now appears in every measure and action reported from Eastern Germany e Administrative reorgarizations The basic features of this important reform were already mentioned a few weeks% They were only rumors at the time; now they have been publicly anounced. 53.
