American professional liberals, as fully Communist, These new res
gimes would, fter their accession, immediatelu secure free work
to the Communists and permit them to take over the Trade Unions,
After this, the Communists would secure such a grip on the coun=
Arbenz in the office of President for Guatemala. Arévalo, a for
ner Argentinian citizen, is not officially a member of the Commu«
nist Party, He calls hilself a practical Socialist or a progress
sive liberal, But it cam be stated that had he been officialiy
a Communist he could not have served better the desimms of the
Kremiin, He is thus perfectly fitted for the work, He has the
practice of revolutuon and of power, his country is securely in
the hands of his friends, hence he has no problems and worries
and has sufficient times to devote himself fully to a job he
knows well, The first thing Arévalo did was to make agtrip to
Mexico City, where he arrived on June 6th, The publicity of the
press was practically barred, and so his lengthy visit passed
without arousing to much attention, During this stay he had
long talks with Dr, Carlos Prio Socaras, recently ousted Presi~
dent of Cuba, who is preparing, with the help of the Reds,
a revolution against President Batista, The discussions between
Arévélo and Prio lasted three days ~ June 10th to 12th — and
were interesting in that both meh where acconpanied by high ran~
king militery experts, and by men experts on the sale and, trans~
port of illegal weapons, In the meantime also, Arévalo has been
in constant touch Romulo Betancourt, ousted President of Vene=
guela end one of the most dangerous men in the area. We learn
that a meeting Arévalo.- Betancourt is planned for the near für
ture. At present Betancourt is in Costa Rica. Thus it becomes
clear that the leadership of this new Popular Front movement in
the strategic areas of Latin America will be the council oX three
men : Arévalo = Prio - Betancourt, This group is, it should\be
understood of great strength and ability, Already it has a pere
manent staff in the High Command of the re-organized Caribbean
